23 Years of Fighting Construction Industry Crime – Thank You for Being Part of the Journey
After 23 years of advocating for and working to reduce crime in the construction industry, we have made the difficult decision to close PACT Site Security, effective 30 June 2026.
This ends a journey that began with a simple belief: that the construction industry could work together to tackle the significant financial costs associated with site theft, vandalism, and other criminal activity.
Over the years, we developed and delivered several initiatives, working alongside key industry leaders on programs that many in the industry will remember, including the Name and Shame Campaign, the BUSTed Program, and most recently PACT Site Security. These programs helped raise awareness, encouraged better security practices, and provided a platform for industry collaboration in the fight against construction crime.
We have worked with contractors, suppliers, insurers, WA Police, and countless individuals who understood the impact that crime has on project costs, productivity and safety. Together, we helped improve crime reporting, identify and prosecute offenders, recover stolen property, held hundreds of offenders accountable for construction-related crime, whilst keeping construction industry crime firmly on the WA Police agenda .
Unfortunately, despite the ongoing need for these initiatives, the level of support from the construction industry has steadily declined. Programs such as PACT can only survive when the industry is prepared to actively back them, both in principle and in practice. Regrettably, that support is no longer sufficient to sustain operations.
The success of these crime reduction programs was built on the dedication of people who believed that construction industry crime could be reduced through cooperation, information sharing, and a collective commitment to protecting the industry.
While this chapter is closing, we remain grateful to everyone who supported our mission over the past 23 years, particularly the residential builders, civil contractors, land developers, and industry partners who supported PACT over the last eight years. We also acknowledge the commitment and support of WA Police, whose collaboration through a long-standing memorandum of understanding helped strengthen the industry's response to construction crime.
Your commitment, encouragement, and partnership made a real difference.
Construction industry crime has not disappeared, and neither has the need to address it.
The challenge now passes back to the industry. We hope the awareness, partnerships, and lessons developed over the past 23 years continue to contribute to safer and more secure construction sites in the years ahead.
